According to the letter, Commander Adam Vance has “openly and repeatedly” referred to the LSPD as a “privately funded” institution — a term the writer says has been used in public, in earshot of other officers and civilians. The complaint argues that such statements erode public confidence, particularly when the police department is widely understood to be funded by taxpayer dollars and accountable to the City of Los Santos.
Allegations Surround Commanders’ Marriage and Use of Police Assets
The citizen also raises concerns about the upcoming marriage between Commander Vance and Deputy Chief of Police Melissa Daughtry, suggesting their union creates a direct conflict of interest in the agency’s leadership. With two of the highest-ranking officials sharing a household, the letter questions whether decisions on promotions, discipline, and operations can remain unbiased.
The most serious allegations involve Commander Vance’s recent marriage proposal, which the citizen claims utilized LSPD helicopters, patrol units, and street closures for what was described as a “purely personal spectacle.” According to the letter, the operation took place during peak hours and caused significant traffic disruption.
“If the LSPD is truly a public agency, its helicopters, units, and authority do not exist to serve the romantic agenda of its commanders,” the anonymous writer stated.
The citizen further alleges that such behavior raises broader questions about transparency, favoritism, and the possibility of private influence within the department — especially when paired with Commander Vance’s comments about “private funding.”
Vinewood Journal’s Request for Comment Left Unanswered
On November 22nd, the Vinewood Journal contacted the Los Santos Police Department Public Information Office with a series of questions intended to verify the claims or give LSPD leadership an opportunity to respond.
The inquiry included the following:
- Can the LSPD clarify Commander Vance’s public statements referring to the department as “privately funded”?
- Does the department receive any private financial support beyond the city budget?
- Were LSPD helicopters, patrol units, or street closures used during Commander Vance’s proposal, and were they officially approved?
- What policies exist regarding the use of department assets for personal or non-operational activities?
- How is the department handling the conflict-of-interest concern involving Commander Vance and Deputy Chief Daughtry?
- What safeguards are in place to ensure promotions, disciplinary processes, and resource allocations remain unbiased?
As of this publication, the LSPD has not responded to any of the questions submitted and has not issued a public statement addressing the allegations.
Calls for Oversight Grow
The anonymous letter urges city leadership — including the Mayor, City Council, and independent oversight bodies — to initiate a formal corruption probe. It warns that continued silence from LSPD risks deepening public distrust.
“Enough is enough,” the writer concludes, arguing that residents deserve clarity on how departmental resources are managed and whether outside influences affect leadership decisions.
